Background.
In August of 2019, Rowing Tasmania Inc. adopted a new Constitution and as part of the updated governance arrangements, a number of Commissions are to be formed including the Rowing Tasmania Schools Commission (RTSC).
The Terms of Reference for the Schools Commission are included.
Expressions of Interest
Registered members of Rowing Tasmania are invited to provide a brief EOI which addresses the Terms of Reference including demonstrated ability to:
- contribute to the objectives;
- participate and lead in the activities;
- act in accordance with the qualities and approach values.

Schools Commission Term of Reference
Purpose
The Rowing Tasmania Schools Commission (RTSC) provides a forum for the views and advice of the schools rowing community to be expressed to the Rowing Tasmania Board and to support the Board by facilitating information sharing and consultation with schools on matters relevant to the Commission and the schools rowing community.
Objectives
The objectives of RTSC are to:
- Represent the rights and interests of school rowing and to participate in RT Board consultation and decision making as required
- Support Tasmanian school rowers to achieve success at all levels of rowing within Tasmania and nationally. In this context the RTSC may provide the RT Board the following on all matters within its scope:
- Offer or give advice;
- Offer an opinion;
- Make a recommendation;
- Consult; or
- Give information or notice.
- Consider questions and issues relating to school rowing and provide advice to the RT Board
- Support and encourage rowers in the transition from school to club rowing.
Activities
- fulfill its role the RTSC may work with Rowing Tasmania in the following activities, without limitation:
- Ensure school rowers’, coaches and administrators’ perspective on issues relevant to them are heard at the RT Board table;
- Advise and inform on Policy and by-laws of RT including (without limitation): scheduling of school regattas in the RT Calendar, supplementary rules to the RT Racing Code for school regattas.
- Advice on services and support including (without limitation): medical support, school logistical support in the management of Franklin, Lake Barrington, and other regattas;
- Consider such other matters relating to issues impacting on school rowing as may be referred to it by the CEO or the Board; and
- Communicate with school rowers, coaches, and administrators within the Rowing Tasmania community to support the Strategic Plan, policies, and directions of the Board.
Qualities and Approach
Members should:
- Be objective – ensure views formed and advice given is in the best broad interests of the Commission’s community and the sport as a whole. This includes acknowledging real or perceived conflict of interest and abiding by RA and RT policies and standards.
- Be informed – take reasonable effort to gather information and facts relevant to a matter being considered including engaging with those with differing views.
- Be approachable – the role requires empathy and engagement to ensure all with a view are heard.
- Be competent - so that members of the rowing community appreciate the Commission and its members’ role and have confidence in the way it consults, promotes, and informs the interests of its community.
Composition
A Chairperson nominated or approved by the Board (who may be a member of the Board other than the President);
A Secretary, nominated by the Commission members (who may be a Schools Representative);
Schools Representatives, a minimum of 4 and a maximum of 6 ensuring an appropriate mix of Government and Independent Schools; Community Rowing Club(s) supporting school rowers; and regional representation.
Term of Office, Eligibility, and Election
- The term of office is for a period of two years, commencing on 1 October.
- In the event of a member’s resignation or a member being unable to carry out their duties, the Chair, in consultation with other members, will choose a replacement from among the retiring member’s cohort, to hold office for the remainder of the retiring members’ term.
- To be eligible for election or appointment a representative must:
- Be a registered member of Rowing Tasmania;
- Have or be in the process of obtaining a current Working and Volunteering with Vulnerable People Check;
- Be of good standing within the rowing community; and
- Demonstrate enthusiasm for the sport of rowing in Tasmania as a whole.
Meetings
- The Commission should meet at least three times each season as a Commission, in addition to convening for other activities such as consultative forums.
Review
- These Terms of Reference are to be reviewed by the Commission annually and presented to the school rowing community biannually. Any proposed change must be supported by more than 50% of members and must be ratified by the Board.
